Yes, you may apply to both programs, however, if you are accepted to both you must participate on the Taglit-Birthright Israel trip before the departure of the Birthright Israel Excel Fellowship. Once you have participated in the Birthright Israel Excel Fellowship program you are no longer eligible for a Taglit-Birthright Israel trip.
